President - James Lowery

James (Jim) Lowery, Jr., joined the Schertz Police Department as Chief of Police in June 2022. Previously Chief Lowery worked for the Arlington Police Department for 39 years where he began his law enforcement career in March of 1983. He has served in a multitude of positions during his tenure as he rose to the rank of Assistant Chief. Chief Lowery has a Master of Science in Strategic Leadership and a Bachelor of Science in Organizational Leadership from Mountain State University in Beckley, WV. His father served in and retired from the US Air Force. He has lived in several countries during his youth including the Philippines and Germany among other stateside locations. He graduated from Radford High School, Honolulu, HI, in 1980.


Jim and his wife, Randi, have two daughters and one grandson. He enjoys the outdoors, which includes his favorite pastime of playing golf. Jim is deeply involved in community events and participates as a volunteer with various organizations.

Past President - Shad Prichard

Chief Prichard hails from west Texas, mainly the Odessa/Midland area.  After completing the law enforcement academy Chief served as an officer in West Texas.  Wanting to serve his country Chief Prichard decided to join the military in 1997 and was accepted in the Military Intelligence Corps as a Counterintelligence (CI) Special Agent.  During his active-duty service, Chief Prichard served as the Non-Commissioned Officer in Charge of Field Office Southwest Asia in Kuwait, NATO support during peace keeping missions in Bosnia/Kosovo and later deployed to Afghanistan after 9/11 in support of Operation Enduring Freedom where he conducted counterintelligence operations.


His last military assignment brought him to San Antonio where he was the security manager (S2) for a signals and intelligence site who provided support to the National Security Agency (NSA) and joint operations around the world.  At the end of his tour of duty, Chief Prichard was the recipient of over 23 awards and accommodations to include the Meritorious Service Medal (MSM), Military Outstanding Volunteer Medal (MOVSM), four Accommodation medals (ARCOM) , three Army Achievement Medals (AAM) along with numerous operation and unit citations.

Treasurer - Stephanie Schoenborn

Chief Stephanie Schoenborn is the first woman to lead the UTSA Police Department (UTSAPD), Schoenborn is a 26-year law enforcement veteran who has served as interim Chief of Police since April 2021. She recently led the UTSAPD through the successful Commission on Accreditation for Law Enforcement Agencies, Inc. (CALEA) reaccreditation process. “It is my honor to appoint Stephanie Schoenborn as the next police chief. This is a historic and exciting moment for UTSA,” said Veronica Salazar, chief financial officer and senior vice president of Business Affairs. “Stephanie has the heart of a true public servant and cares deeply for the Roadrunner community. I am confident she will provide exceptional leadership to the UTSAPD team.” Schoenborn joins Kim Lemaux of UT Arlington as one of two female police chiefs in the UT System. A Distinguished Command Award recipient from female police chiefs in the UT System.

Secretary - Marco Pena

Marco Peña has risen from reserve officer to chief of the Elmendorf Police Department, According to the Texas Commission on Law Enforcement, Peña began his law-enforcement career as a reserve officer for the Bexar County Pct. 4 Constable’s Office in 1998. Over the years, he served with a variety of departments throughout South Texas. His longest tenure was with the East Central Independent School District Police Department, which lasted for 3 years, 3 months. Chief Pena is the Secretary or the Alamo Area Police Chiefs Association.

2nd Vice President - Michael Fratus

Michael Fratus serves as the 2nd Vice Preseident of the Alamo Area Police Chiefs Association.  He was appointed Chief of Police for the Live Oak Police Department in November 2024. The department includes 35 sworn officers, 4 non-sworn personnel, a 10-person dispatch center, and a 3-person Animal Control unit.

Chief Fratus began his law enforcement career in 2002 after graduating from the Regional Police Academy at Lamar Institute of Technology. He served with the Port Arthur Police Department from 2003 to 2023, rising through the ranks to Deputy Chief. He later joined the Live Oak Police Department as Assistant Chief before being appointed Chief of Police. He holds a Master’s degree in Criminal Justice from Lamar University.
